3R Consortium holds a 15-year Public-Private Partnership concession from the Federal Government of Nigeria (FGN), signed by the Nigerian Communications Commission (NCC) for and on the FGN’s behalf, to deploy the Expanded Revenue Assurance Solution (ERAS) platform — automating, monitoring, tracking, analyzing and reconciling Annual Operating Levy and Digital Services Revenue across Nigeria’s telecommunications industry and digital economy.

The mandate

A concession granted by the Federal Government of Nigeria

3RRAS was established as the Special Purpose Vehicle for the 3R Consortium to hold this concession and deploy a Revenue Assurance and Fraud Management infrastructure that keeps long-term, auditable records of the revenue accruing to the Federal Government from Nigeria’s telecommunications industry — closing the gap between what operators owe and what is actually collected. The Nigerian Communications Commission (NCC) signed the concession for and on behalf of the FGN, sponsored by the Federal Ministry of Communications, Innovation & Digital Economy.

The project followed the Infrastructure Concession Regulatory Commission’s (ICRC) Public-Private Partnership procurement process from 2015 through to a signed PPP Agreement in June 2022, under a Design, Finance, Build, Operate and Transfer (DFBOT) model. In 2023, following presidential approval to extend the platform’s reach into the digital economy, NCC and 3RRAS executed a Supplemental Agreement expanding the mandate and extending the PPP Term to 15 years.

    NCC issues Type Approval Certificates

    NCC issues Type Approval Certificates for the ERAS Project equipment deployed under the Expanded Project.

  2. 2 August 2023

    Industry stakeholder engagement

    3RRAS and NCC host an Industry Stakeholders Engagement and Approval session at the Marriott Hotel, Lagos, briefing telecommunications operators and other stakeholders on the Expanded Project.

  3. January 2024

    NCC approves the ERAS Project Steering Committee

    NCC approves the constitution of the ERAS Project Steering Committee (PSC) to oversee deployment of the platform.

  4. 29 January 2024

    Industries Technical Committee constituted

    Industry stakeholders nationwide approve the constitution of the ERAS Industries Technical Committee (ITC).
